MK: because I would naively expect many people to attempt tp spend thousands of pounds each on stamps in order to resell them after the price goes up. This would effectively be a huge loan for Royal Mail at a high interest rate. Royal Mail would want to sell some stamps at the higher future rate, and so would limit the supply. We have actually heard about the supply to some shops having their stamp supply limited. We then might expect people to routinely sell stamps at a price somewhere in between the new and old prices, and to continue doing that for some time after the official change.

Until the change occurs, stamps can be bought at the old (low) prices from Royal Mail. Why would anyone buy at a higher price then (unless it was more convenient etc - but such reasons would not be new and hence should not cause a "jump"). It's only when Royal Mail makes the jump that the market price is likely to change.

I'd be interested to learn why arbitrageurs haven't been able to leap in on such a scale as to make the main sudden price rise happen within hours or days of the announcement being made.

Is there a law preventing people openly reselling stamps, or openly selling stamps at a higher or lower price than Royal Mail sets?
